49 BC: Julius Caesar crossed the River Rubicon. It was a de facto declaration of war against the Roman Republic.

1769: French Marshal Michel Ney is born.

1941: President Franklin Roosevelt proposes the Lend Lease programme to the Congress to ‘lend’ destroyers and other military equipment to Great Britain.
